UAE renews N-disarmament, non-proliferation vows

The Permanent Representative of the UAE to the UN, Ambassador Lana Zaki Nusseibeh, making her first statement before the world body, renewed the UAE’s commitments to a Middle East Nuclear Weapon Free Zone and to promoting nuclear disarmament and non-proliferation in the region.
 
Speaking on Thursday before the First Committee of the General Assembly, which considers disarmament and international security issues, she stressed the importance of the Committee’s work to regional and international peace and security.

Ambassador Nusseibeh stated that the UAE holds a clear position on issues of disarmament and non-proliferation, based firmly in its belief in adherence to and full implementation of international conventions, including the Non-Proliferation Treaty (NPT), the Comprehensive Nuclear-Test-Ban Treaty (CTBT), the comprehensive safeguards agreement and the Arms Trade Treaty (ATT).

The Permanent Representative also expressed concern about the lack of progress by the international community in areas of nuclear disarmament and non-proliferation, which could undermine international peace and security efforts. She renewed the call for the international community to take their obligations seriously, appealing specifically to begin the process under the Conference on Disarmament (CD) for establishing a Fissile Material Cut-off Treaty (FMCT).

She also stressed that the UAE attaches special importance to the Non-proliferation Treaty (NPT) as the cornerstone of nuclear disarmament and to the comprehensive safeguards regime of the International Atomic Energy Agency (IAEA), particularly the Additional Protocol, as a key tool in verifying the non-proliferation regime and providing reliable assurances that nuclear materials and facilities are used for peaceful purposes. She called on all States to fully implement their obligations relating to the safeguards regime and all other international commitments.

The Permanent Representative urged all states of the Middle East to work constructively toward the objective of a Middle East that is free of nuclear weapons. She called for convening the 2012 Conference of the Non-Proliferation Treaty and also called upon Israel, the only state in the region that has not yet acceded to the Treaty, to join the NPT.

Concluding her statement, Ambassador Nusseibeh reaffirmed the UAE’s support for international efforts aimed at strengthening nuclear security, especially in light of the escalating threats of nuclear terrorism, and welcomed the outcome of the Ministerial Conference on Nuclear Security held recently at the IAEA.

In continuing its active engagement in these international efforts, the UAE will host the IAEA International Conference on the Safety and Security of Radioactive Sources in Abu Dhabi this month.
