All children have right to a safe life: Mohammed
All children, without discrimination, have the right to a safe life,
emotional and psychological stability, constant care and protection against
any dangers or violations, His Highness Shaikh Mohammed bin Rashid Al
Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai,
said.
Shaikh Mohammed said that children’s care should come first and their basic
needs and rights are a must to achieve, adding that there will be no
leniency with people who violate the rights of children.
Shaikh Mohammed said this during a Cabinet meeting which he chaired at the
Presidential Place in the presence of Deputy Prime Minister and Minister of
Interior Lt-General Shaikh Saif bin Zayed Al Nahyan and Deputy Prime
Minister and Minister for Presidential Affairs Shaikh Mansour bin Zayed Al
Nahyan.
The Cabinet
endorsed a draft federal law on children’s rights.
Shaikh Mohammed said: “We will not have any leniency with any violator of
children’s basic needs, adding that the endorsement of the new law comes to
cover all fields related to children’s rights. Moreover, the new law, he
said, includes mechanisms that guarantee its enactment and implementation,
including penalties to deter violators”.
He also directed that the new proposed law be renamed ‘Wadima Law’ after
eight-year-old girl Wadima, who was killed by her father and buried in the
desert, a crime that has shaken the UAE society.
He pointed out that such incidents would not be allowed to happen again;
“Wadima was deprived of her simplest rights of living”, he added, explaining
that Wadima has lost her life but her story and her memory will remain alive
with the enforcement of the new law, to remind all that the rights of
children are a red line that the whole society should combine forces to
safeguard.
The 72-article law contains all children’s rights secured and warranted by
international charters in line with the provisions of Islam and the UAE
constitution.
The law further stipulates that all children should enjoy these rights,
without distinction due to origin, faith, country or social status, and that
all necessary procedures be taken to protect children against all forms of
discrimination.
Besides, the law specifies a clear mechanism to provide protection through
setting up child protection units in conjunction with concerned bodies that
can carry out preventive intervention to ensure children’s health and
safety.
The law also specifies violation penalties among which a 10-year
imprisonment term to be imposed for recruiting children in banned and
illegal activities.
The Cabinet also reviewed a report on the achievements of the National
Committee to Combat Human Trafficking (NCCHT), which was set to fight human
trafficking in collaboration with concerned bodies, regionally and
internationally, and in coordination with federal concerned bodies.
The Cabinet also approved the final accounts of the federation for the
previous year and the accounts of the federation’s related independent
bodies, including the Federal National Council, UAE University, Higher
Colleges of Technology, Zayed University, the General Authority of Youth and
Sports Welfare and the Federal Electricity and Water Authority.
At the level of international agreements, the Cabinet approved an air
transport agreement between the UAE and Georgia allowing full flexibility on
the routes, capacity, number of frequencies and types of aircraft, in
passenger or cargo without any restrictions in addition to boosting
bilateral relations between both countries in this regard.
The Cabinet also endorsed a number of agreements, including the signing of
security cooperation agreement between the UAE and Spain to combat all kinds
of crimes, especially those related to corruption, organised crimes,
terrorism, violence against individuals and properties. The agreement also
defines the cooperation mechanisms in the field of exchanging expertise and
training. The signing of a cultural cooperation agreement between the UAE
and the Ukrainian Council of Ministers was also approved at the meeting. |
